What is that old movie called.?

its a scary movie from like the ninties, with this little kidd whose dad used to do like surgery, and he always has on a yellow raincoat. and he kills these little girls when hes playing doctor with them. i know his name is like milow or something on the lines of that. but it keeps bugging me that i dont know.
