MAKEUP ADDICTS!! What can i use to make my eyeshadow stronger?

When i put on eyeshadow it just rubs off no matter what brand or it's very faint. I wanted to get some MAC pigment but it's a little out of my budget and i can't find any NYX pigments either where i am from :( I also heard you need a "base" when putting on eyeshadow..i'm not too sure what this means or what to get but i would like the name of a brand relatively cheap so i can get one from ebay. When i use a "primer" or "base" when putting on eyeshadow will it actually show? I want a really strong effect and have never been able to get one because all of my eye shadows are way too light! Also my complexion is an olive shade if primers and bases have anything to do with that! would a concealer work?
